HB 575 is AN ACT relative to the certification of acupuncture detoxification specialists.

This is the bill will allow the Board of Acupuncture to certify individuals as acupuncture detoxification specialists.  These individuals can be other than certified acupuncture specialists provided they have successfully completed NADA [National Acupuncture Detoxification Association] training or other training in acupuncture detoxification protocols as determined by the board and complied with the rules of the board.  Acupuncture for detoxification was first introduced in the US in 1987.  Since then more than 1000 programs have adopted this technique to assist patient with the symptoms of opiate withdrawal.  With the current opioid crisis here in New Hampshire to are not enough licensed acupuncture providers to treat all the patients in need, but with appropriate training individuals can be taught to administer this narrowly defined therapy.  NADA has trained more than 25,000 clinicians, ranging from addiction and harm reduction counselors, mental health therapists, social workers, correctional officers, to first responders, EMTs, nurses and physicians to perform this therapy.  If passed, this bill will increase the number of individuals that can administer this detoxification therapy.

A hearing on this bill was held on February 14, 2017.

On 3/8/17 this bill PASSED in the House with an amendment and moved to the Senate.  On 3/14/17 assigned to Senate Committee on Executive Departments and Administration.

Senate hearing was held on 3/29/17.  On 5/4/17 the Senate Committee on Executive Departments & Administration voted this bill ought to pass.

On 5/11/17 the Committee on Executive Departments & Administration indicated this bill ought to pass.

On 6/1/17 the Senate PASSED this bill with an amendment and it was sent to House for concurrence.

On 6/22/17 the Conference Committee Report was adopted in the House and Senate.
